The third Chintan Shivir, held under the auspices of IIM Raipur and the Department of Good Governance, convened a cross‑section of ministers, senior officials and subject‑matter experts to explore how cutting‑edge technology can reshape public administration.

Sessions on leadership emphasized emotional balance, service orientation and ethical responsibility, with spiritual thinker Gaur Gopal Das urging officials to adopt value‑centric leadership for effective governance. Professor Abhay Karandikar presented a detailed roadmap for leveraging AI, 5G, drones, geospatial tools, blockchain and data analytics to make services faster, more transparent and citizen‑focused.

The agriculture track, led by Dr. Ramesh Chand and T. Vijay Kumar, highlighted natural farming, crop diversification and technology‑enabled market linkages as pathways to increase farmers' earnings. Real‑world case studies from other Indian states were referenced to showcase scalable models.

Chief Minister Vishnu Dev Sai reiterated that the outcomes of previous think‑tanks have already borne fruit through e‑Office, the 1076 helpline and the Service Setu portal, which now hosts over 520 digital services. He assured that the recommendations from this edition will be codified into concrete policy measures within weeks.
