Raipur May 27, 2026 / The Chhattisgarh government has issued an order to give district panchayats a share in the royalty revenue received from minor minerals, taking a big step towards further strengthening the three-tier panchayat system. On the occasion of National Panchayat Day, during the state-level program organized, the President of Raipur District Panchayat, Mr. Naveen Kumar Agarwal, had demanded from Chief Minister Mr. Vishnu Deo Sai to give district panchayats a share of the minor mineral fund. The Chief Minister had accepted this demand from the stage itself and made an announcement, which has now been fulfilled by the state government. According to the order issued by the Department of Mineral Resources, 33 percent of the total revenue received from minor minerals will be given to the Panchayat and Rural Development Department as before, while the remaining 67 percent of the amount will be distributed among Gram Panchayats, Janpad Panchayats, and District Panchayats according to the prescribed slab. As per the issued order, amounts up to Rs 7.50 lakh will be fully given to the Gram Panchayat. In amounts from Rs 7.50 lakh to Rs 10 lakh, 80 percent will be given to the Gram Panchayat, 10 percent to the Janpad Panchayat, and 10 percent to the District Panchayat. In amounts from Rs 10 lakh to Rs 25 lakh, the Gram Panchayat will get 70 percent, and Janpad and District Panchayats will get 15 percent each. Similarly, in amounts from Rs 25 lakh to Rs 50 lakh, the Gram Panchayat will get 60 percent, and Janpad and District Panchayats will get 20 percent each. For amounts exceeding Rs 50 lakh, the Gram Panchayat will receive 50 percent, and Janpad and District Panchayats will receive 25 percent each. The state government has also expanded the scope of the use of the fund. This amount can now be used for works like providing running water facilities in schools and hospitals, community toilets, construction of crematoriums, approach roads, and reading rooms. The amount received by the District Panchayats will be used for development works in areas adversely affected by mining activities. Chief Minister Mr. Vishnu Deo Sai said that the state government is continuously working to empower panchayats economically and accelerate development works in villages. He said that giving district panchayats a share in the minor mineral fund will strengthen local development plans and make the three-tier panchayat system more effective. The President of Raipur District Panchayat, Mr. Naveen Kumar Agarwal, along with other Panchayat representatives, expressed happiness over the fulfillment of the Chief Minister's announcement. He said that this decision will bring new strength to the functioning and management system of panchayats and further accelerate development works in rural areas.
