Special Article Supreme Priority to Social and Economic Empowerment of Laborers Chhagan Lal Lonhare, Joint Director, Public Relations Raipur, August 7, 2026/ In the last two and a half years, the Labor Department has built a model of security, respect, and prosperity. In the last two and a half years, the Chhattisgarh government has given supreme priority to the social and economic empowerment of laborers, taking many historic initiatives. Under the leadership of Chief Minister Vishnu Deo Sai, the state government has not only limited labor welfare to schemes but has also worked to bring positive changes in the lives of laborers by integrating it with good governance, transparency, and technological innovation. Under the guidance of Labor and Industry Minister Lakhanlal Dewangan, the department has made extensive improvements to deliver the benefits of schemes to laborers quickly and easily.

Social and Economic Condition of Laborers is Improving

Under the leadership of Chief Minister Shri Vishnu Deo Sai, the Chhattisgarh government is implementing many schemes for the welfare of laborers and their families, through which the social and economic condition of laborers is improving. 67 welfare schemes are being operated through various labor welfare boards for the protection of the interests of organized, unorganized, and construction laborers in the state. To make the registration, assistance, and benefits of schemes for laborers more transparent and accessible, the Labor Department has developed a new user-friendly website shramvjayate.ch.gov.in and the Shramev Jayate mobile app, through which laborers are now easily availing online applications, registrations, and other facilities.

Along with Employment Generation, Labor Rights are also Strengthening

In two and a half years, the Labor Department has also strengthened its administrative system. 20 posts have been created for the establishment of Labor Officer offices in 5 new districts (Mohla-Manpur-Ambagarh, Chowki, Khairagarh-Chhuikhadan-Gandai, Sarangarh-Bilaigarh, Manendragarh-Chirimiri-Bharatpur, and Sakti). Currently, Assistant Labor Commissioner offices are operating in 10 districts and Labor Officer offices are operating in 23 districts. Thus, the operation of labor offices in all 33 districts of the state has been ensured. Along with this, departmental capacity has also been increased by making appointments to various posts. Several important amendments have been made to labor laws with the objective of establishing a better balance between industries and laborers. Many decisions such as the effective implementation of the Shops and Establishments Act, fixed-term employment, night work facility for female laborers, and extension of factory license period have strengthened labor rights along with employment generation.

Approximately 17.82 Lakh Laborers Benefited Through Various Schemes

The most notable achievement of the Labor Department has been labor registration and benefit distribution. Between January 1, 2024, and June 30, 2026, approximately 12.65 lakh new laborers were registered. Approximately 17.82 lakh laborers were benefited through various schemes, on which an amount of over approximately 800 crore rupees was spent. Construction laborers were provided with approximately 780 crore rupees, and unorganized laborers were provided with approximately 187 crore rupees in assistance. The Direct Benefit Transfer (DBT) system has been implemented to make benefit distribution transparent.

Chief Minister Labor Assistance Center Operates 24 Hours a Day, Seven Days a Week

The establishment of Chief Minister Labor Resource Centers has proven to be a great relief for laborers. The Chief Minister Labor Assistance Center operates 24 hours a day, seven days a week. Mobile camps have been organized across the state, resolving issues related to registration, renewal, and applications for lakhs of laborers. This allows laborers from remote areas to receive government services conveniently near their homes. The state government has also strengthened the social security cover for labor families. Under the Chief Minister Construction Laborer Housing Assistance Scheme, the housing assistance amount has been increased to 1.50 lakh rupees. Thousands of families have received financial support through schemes for death and disability assistance, scholarships, educational assistance for children of labor families, and other schemes.

Over 1.60 Lakh Female Laborers Received Maternity Assistance

Notable work has also been done towards the respect and security of female laborers. Under the Minamata Mahatari Jatan Yojana, maternity assistance has been provided to more than 1.60 lakh female laborers in the construction and unorganized sectors. Under the 'Shaheed Veer Narayan Singh Shram Anna Yojana', registered laborers are provided nutritious food for just 5 rupees. Keeping in mind the bright future of the children of laborers, schemes like meritorious education assistance, free competitive exam coaching, and scholarships are being effectively implemented. Thousands of students have benefited from these schemes, giving new flight to the dreams of labor families.

Chhattisgarh's New Identity in the Field of Labor Welfare

The resolve to integrate labor welfare with the mainstream of development, taken under the leadership of Chief Minister Vishnu Deo Sai, is being effectively implemented on the ground by the Labor Department under the leadership of Labor and Industry Minister Lakhanlal Dewangan. Transparent systems, technological innovation, quick services, social security, and the spirit of labor respect have given Chhattisgarh a new identity in the field of labor welfare.
