Chhattisgarh Becomes New Center of Investment Trust
Regulatory Ease and Institutional Environment Ranked Number-1 Among Large States in the Country
Raipur / The impact of investor-friendly policies, good governance, and administrative reforms under the leadership of Chief Minister Mr. Vishnu Deo Sai is now becoming evident at the national level. In the CRISIL-NITI Aayog Investment Friendliness Index (IFI) 2026, Chhattisgarh has secured the first position among the 17 large states in the country in the most important investment parameters like Regulatory Ease and Institutional Environment. Furthermore, the state has ranked second in Environment Resilience. Not only this, as a result of increasing investor confidence, Chhattisgarh has received investment proposals worth approximately ₹8 lakh crore in the last 18 months, including future industries such as semiconductors, AI data centers, textiles, pharmaceuticals, and agro-processing.
Since taking charge of the government, Chief Minister Mr. Vishnu Deo Sai has emphasized making the governance system more transparent, simple, and accountable by prioritizing investment, industry, and employment. As a result of this policy of creating a conducive environment for industries, Chhattisgarh has achieved a remarkable feat at the national level, surpassing many established industrial states in independent assessments.
In the joint assessment by CRISIL and NITI Aayog, the state received a total of 47.5 points. In the overall ranking, Chhattisgarh is at the ninth position among 17 large states, but its performance in the most crucial parameters related to investor confidence has been the best in the country.
Starting a Business is Easier Than Ever Before
In the Regulatory Ease parameter, Chhattisgarh scored 8.4 out of 12, which is higher than large states like Rajasthan, Gujarat, Punjab, and Tamil Nadu. This parameter assesses how long it takes for an industry to get approval, how quickly NOCs, construction permits, electricity, and water connections are provided, how effectively commercial courts function, and how simple the process of closing a business is.
The first rank in this category directly means that industries in Chhattisgarh face fewer administrative hurdles. Approvals are faster, compliance costs are lower, and investors receive better administrative support at every level.
Strong Institutional Framework Becomes Investor's Strength
In the Institutional Environment, Chhattisgarh also secured the first position among large states in the country by obtaining 4.5 out of 6 points. This category evaluates aspects such as quality of governance, economic offenses, cybercrimes, labor disputes, policy stability, and quick resolution of complaints.
This achievement clearly indicates that a stable, reliable, and investor-friendly administrative system has been developed in the state. Industries are benefiting from policy continuity, quick decision-making, and speedy dispute resolution, strengthening confidence for long-term investment.
Also a Leader in Environmental Protection
In the Environmental Resilience parameter, Chhattisgarh has ranked second among the large states in the country. The state scored 4 out of 5 points, with only Tamil Nadu ahead of it in this category. Chhattisgarh's performance has also been significantly better than the average of large states in terms of preparedness for natural disasters.
This means that industrial assets and supply chains are relatively more secure, further increasing the state's credibility for long-term investment.
Availability of Resources and Financial Discipline Increased Trust
In terms of resource availability, Chhattisgarh ranks third among large states. The state is the second-largest producer of coal and lignite in the country and is also among the leading states in the production of metallic and non-metallic minerals.
In the financial health parameter, the state received 5.4 out of 7 points, indicating strong financial management and policy stability. The industry sector's 52.8 percent share in the state's Gross Value Added (GVA) places it among the states with the highest industrial economies in the country.
Reliable Power and Empowered Workforce
Another major strength of Chhattisgarh is its energy availability. Industries in the state are receiving sufficient and reliable electricity at competitive rates. The participation of women in the workforce is 58.1 percent, which is approximately 41 percent higher than the average of large states. Furthermore, the legal and other related costs in the process of closing a business are also among the lowest in the country.
Chhattisgarh Becomes New Identity of Reforms
The government of Chief Minister Mr. Vishnu Deo Sai has implemented several significant reforms to accelerate investment. Attractive incentives have been provided to industries through the Industrial Development Policy 2024-30. Chhattisgarh became the first state in the country to implement the second version of the Jan Vishwas Act, under which 279 minor business offenses were decriminalized.
Along with this, Chhattisgarh also became the first state in the country to implement the Chhattisgarh Ease of Doing Business Act, 2026, thereby implementing a risk-based regulatory system. This has reduced the unnecessary regulatory burden on industries and made the investment process much simpler and more transparent than before.
New Hub for AI and Digital Economy
The construction of the country's first AI Data Center Park in Naya Raipur is progressing rapidly. This project, being developed with an investment of approximately ₹1,000 crore, will have a capacity of up to one lakh GPUs. Additionally, the country's first dedicated Disaster Recovery Data Center is also being established in Chhattisgarh through Hypernext. This is making the state a major hub for the emerging digital economy and artificial intelligence-based industries.
Investment Proposals Worth ₹8 Lakh Crore, Strong Foundation for New Economy
The biggest proof of the state government's industry-supportive policies and investor-friendly environment is that Chhattisgarh has received investment proposals worth approximately ₹8 lakh crore in two and a half years. These proposals include semiconductors, artificial intelligence, data centers, textiles, pharmaceuticals, agro-processing, and other high-technology-based industries.

He added that our goal is not just to attract investment, but to build a strong foundation for employment, industrial development, and inclusive economic progress. The results of reforms in areas such as Industrial Development Policy, Ease of Doing Business Act, digital infrastructure, and AI are now visible at the national level. We are confident that Chhattisgarh will further strengthen its identity as one of the most trusted investment destinations in the country and give new momentum to the resolve of a developed Chhattisgarh.
