Chhattisgarh to become the first state in the country to implement a risk-based business permission system

Small businesses will get easy approvals, facilities like self-certification and auto-approval, relief from annual license renewal

Raipur, Under the leadership of Chief Minister Mr. Vishnu Deo Sai, Chhattisgarh has taken a historic step towards promoting industry and business. The Chhattisgarh Assembly today passed the 'Chhattisgarh Ease of Doing Business Bill, 2026'. With this, Chhattisgarh is set to become the first state in the country to implement a risk-based and trust-based business permission system for industries and commercial establishments.

The objective of this bill is to simplify the processes related to setting up and operating industries and businesses, reduce unnecessary compliances, and create a more transparent, fast, and enterprise-friendly business environment, especially for Micro, Small and Medium Enterprises (MSMEs).

Under the bill, industries and commercial establishments will be classified into different risk categories based on their size and nature of activities. Small businesses with low risk will get simple and quick approvals, while necessary technical testing and time-bound approvals for high-risk projects will continue as before. This will save small businesses from going through complex processes like large industries.

Under the new system, for low-risk enterprises, instead of frequent departmental inspections, self-certification or certification by a licensed engineer, architect, or other authorized professionals will be available. This will make the approval process faster, simpler, and more accountable.

The bill will end the annual renewal of licenses or permissions and implement a risk-based permission system. This will provide relief to entrepreneurs from unnecessary formalities and allow them to focus more on expanding and operating their businesses.

For MSME units, water supply permission can be granted on the basis of self-declaration, registration of society or firm through a time-bound process, and building permission based on self-certification or a certificate from an authorized expert. In cases where the concerned department does not make a decision within the stipulated time limit, permission will be deemed automatically approved (auto-approval) in eligible cases. However, for high-risk projects, the system of technical testing and physical inspection will remain in place as before.

Under the bill, 43 services provided by 8 departments of the state government have been brought under the purview of the risk-based permission system. Additional services can also be added to this with the approval of the Executive Council as needed.

A three-tier monitoring system has been put in place for the effective implementation of the bill. A committee constituted at the state level under the chairmanship of the Chief Secretary and a committee constituted at the district level under the chairmanship of the Collector will be responsible for its implementation and monitoring. Both committees will work under the guidance of the council chaired by the Chief Minister.

This reform is expected to directly benefit over 15 lakh Micro, Small and Medium Enterprises in the state. The government believes that this system, based on trust, self-declaration, and time-bound services, will reduce the time and cost involved in starting and operating a business, while effective monitoring and testing arrangements in high-risk areas will continue as before.

The 'Chhattisgarh Ease of Doing Business Bill-2026' will prove to be a significant milestone towards creating a transparent, simple, predictable, and investment-friendly business environment in the state.
