Bihar has posted a 13.7 % average annual growth rate over the past two decades, with a 17.9 % GDP surge in FY 2022‑23. To sustain a 16 % growth path and achieve the double‑jobs, double‑income target, the committee stresses that reliance on large factories alone is insufficient.
Boosting small and micro‑enterprises will create localized work opportunities, especially in districts where large‑scale projects are absent. Coupled with the expanded role of Jeevika Didi, the strategy aims to generate sustainable income for women and reduce inter‑district development gaps.
