Katihar DPO Rubi Kumari, Husband Gourav Face Probe for 2.45 Cr Gap
A coordinated action by the Economic Offences Wing has brought to light a glaring income-asset mismatch involving Rubi Kumari, currently serving as a District Programme Officer in Bihar’s education sector, and her spouse Gourav Kumar. On Tuesday, enforcement teams conducted searches at four sites linked to the couple in Katihar and Kishanganj.
The core of the investigation revolves around an unaccounted surplus of 2.45 crore rupees. This figure, which dwarfs the couple's known income by 87.49 percent, has triggered a comprehensive audit of their financial and property holdings.
Among the most prominent findings is a luxury residential block in Katihar. After purchasing a plot for 30 lakh rupees in 2018, the couple initiated construction of a five-level apartment spanning roughly 3,500 square feet. The execution of this project reportedly demanded a minimum outlay of 2.1 crore rupees. Authorities are now questioning how such capital was sourced and whether it aligns with their professional salaries.
Property records paint a picture of aggressive land accumulation. From July 2022 through June 2025, registrations were filed for multiple residential and commercial parcels. Titles were distributed between both spouses across various survey numbers. Significant acquisitions include a 45 lakh rupee plot in Ramapur Hasanganj, commercial land in Budh Chowk priced at 8.75 lakh rupees, and a massive 61 lakh rupee transaction for 80 dismil of commercial land.
Credit institutions played a crucial role in financing these expansions. Official statements show Rubi tapped into a 55 lakh rupee housing loan, while Gourav secured a personal credit line of 24.47 lakh rupees. A separate 10 lakh rupee personal loan taken by Rubi in 2025 was fully repaid within a year, according to initial scrutiny.
Rubi’s administrative career accelerated after she entered the Bihar Education Service in 2018 via the BPSC examinations. She served in Purnia before being appointed to Katihar in 2023, and transitioned to Kishanganj in 2025. Gourav has worked with the railways as a group-C employee since 2004, currently based at Katihar station.
The raid teams have successfully compiled banking ledgers, property deeds, and correspondence. A complete reconciliation of the couple’s declared earnings against their market and registration values is ongoing. The probe will ultimately determine if financial regulations were bypassed during these acquisitions.
