Government Revenue from LPG: How Taxes Differ for Domestic and Commercial Cylinders

LPG sales generate substantial tax revenue for the Indian government, but the amount collected varies sharply between household and commercial cylinders.

Domestic cylinders attract a reduced GST rate of 5% and are further supported by subsidies under the Pradhan Mantri Ujjwala Yojana and similar programmes. These measures lower the out‑of‑pocket cost for families while also limiting the tax intake from this segment.

In contrast, commercial cylinders are subject to the standard 18% GST and receive no direct subsidy. The higher tax rate, combined with the fact that commercial users bear the full market price, results in a larger contribution to the treasury. The government also benefits from customs duties and other levies applied during the import process, which are the same for both categories but become more visible in the commercial price.

When global LPG prices rise, commercial rates increase almost in tandem, boosting tax receipts further. The government can intervene by asking oil marketing companies to absorb part of the cost or by adjusting GST rates temporarily, but such steps are usually reserved for protecting household consumers from inflationary pressure.
