Fitment Factor and Family Unit Changes Could Double Basic Pay

A central theme in the 8th Pay Commission discussions is the revision of the fitment factor, which determines the proportion of the basic pay relative to the pay matrix. Unions are urging that the family‑unit component be expanded from the existing 3.0 units to 4.4 units, adding 0.7 units for each parent.

This enlargement would raise the family‑unit weight by roughly 46.6 percent. In turn, the fitment factor—currently set at 1.58—could climb to between 2.05 and 2.10, effectively doubling the basic salary for many employees.

For a Level‑1 staff member currently drawing a basic of Rs 18,000, the revised fitment factor would raise the basic to about Rs 37,800. When combined with the proposed HRA increase to 36 percent for X‑category cities and a minimum TPTA of Rs 9,000, the gross monthly compensation would surpass Rs 60,000.

The impact of such a change extends beyond the base pay. By merging DA with basic salary, the overall structure becomes more transparent, and subsequent allowances are calculated on a higher base, amplifying the financial benefit.

While these numbers present a compelling case, the final adoption of the revised family‑unit and fitment factor rests with the 8th Pay Commission’s recommendations and the central government's approval.
