The shift from distance‑centric compensation to mauja‑centric valuation stems from persistent complaints of inequity among landowners. Under the older system, two farms located in the same revenue block could receive markedly different compensation simply because one was closer to a highway or town. Such inconsistencies often sparked legal challenges and delayed acquisition of over 45,000 acres currently earmarked for development. By anchoring the rate to the mauja, the state aims to bring transparency, eliminate discrimination, and streamline the acquisition process for projects ranging from state highways to industrial corridors.
