Government Initiatives to Purify Bihar’s Drinking Water Face Implementation Hurdles

The Bihar government has announced a multi‑tiered strategy to clean the state’s drinking water. Central schemes such as the National Rural Drinking Water Programme have been complemented by state‑run projects like the “Har Ghar Nal Ka Pani” initiative.

Arsenic removal plants (ARP) have been set up in the most affected districts, while fluoride removal plants (FRP) and iron removal plants (IRP) target other polluted zones. In addition, unsafe hand‑pumps are being identified and replaced with safer alternatives.

Despite these efforts, implementation on the ground remains uneven. Local authorities often lack the technical expertise and resources needed for continuous monitoring. Field test kits and district‑level laboratories have been deployed, yet many wards still report water that exceeds permissible limits.

The central Ministry of Jal Shakti continues to provide financial assistance and policy guidance, but the responsibility for delivering safe water rests with the state. Coordination gaps between state, district and block level agencies are cited as the main bottleneck.

Stakeholders call for stronger oversight, faster deployment of treatment infrastructure, and community awareness programs to ensure that the promised clean water reaches every household.
