Uttar Pradesh officials collude in nationwide fake disability certificate scam

Investigators found that staff members from multiple Chief Medical Officer (CMO) offices in Uttar Pradesh played a central role in a large‑scale scheme to fabricate PWD certificates.

The accused, including a senior malaria inspector named Jayprakash Shukla and a CAO officer Kuldeep, accessed the UDID portal and injected false medical data, enabling the issuance of 27 counterfeit disability IDs. In exchange, they received payments ranging from ₹5,000 to ₹30,000 per document.

One of the key facilitators, Roshan Mishra, an education counsellor based in Noida, collected personal data – Aadhaar numbers, photographs and signatures – from students seeking admission. He then supplied this information to the Uttar Pradesh officials, who processed the applications through the manipulated UDID system.

Further arrests included Sher Singh Solanki and Dr. Lakshmikant Saxena of the Barabanki Disability Board, as well as Surendra Rastogi, whose bank account was used to route the illicit funds. The coordinated effort spanned districts such as Badayun, Bareilly, Siddharth Nagar, Gorakhpur and Deoria.

The case, registered under the Indian Penal Code and the Rights of Persons with Disabilities Act, 2016, highlights systemic vulnerabilities and the need for stricter oversight of medical certification processes across states.
