    Nitish Kumar today resigned as the Chief Minister of the Mahagathbandhan alliance and got the Bihar government dissolved via Governor Rajendra Arlekar. Talking to the media after tendering his resignation, Kumar said that he quit the INDIA bloc as all was not well within the alliance. In his first reaction to the political turmoil, Kumar said the state of affairs in the ‘Mahagathbandhan’ (grand alliance) formed one and a half years ago was ‘not good’.

    “I resigned as chief minister and requested the Governor to dissolve the government. The situation came to this pass as the state of affairs within the ruling alliance in Bihar wasn’t good. I sought the advice and opinions of everyone before coming to this decision. I took all opinions and suggestions to heart. The government is being dissolved today,” Nitish told reporters on Sunday.

    He said that the alliance that was formed one and a half years ago, was sailing through choppy waters. “Though we came together on the basis of a common minimum programme and promises to the people, we failed to live up to expectations and discharge our salient duties. Eventually, we fell out and even stopped being on speaking terms. I was left with no option but to sever all ties with the alliance,” he said.

    Meanwhile, the Congress compared Kumar with a chameleon for his frequent switchovers. “Nitish Kumar, who frequently changes political partners, is giving tough competition to the chameleons in changing colours. The people of Bihar will not forgive the experts of this betrayal and those who made them dance to their tune. It is quite clear that the Prime Minister and the BJP are scared of the Bharat Jodo Nyay Yatra and this political drama has been created to divert attention from it,” said Jairam Ramesh.

    LUCKNOW: The All India Muslim Personal Law Board (AIMPLB) has refuted claims that the report of the Archaeological Survey of India (ASI), which conducted a scientific survey of the contentious Gyanvapi mosque premises in Varanasi and submitted the survey report in the district court earlier, found evidence of a Hindu temple there. In a press statement, AIMPLB executive member Qasim Rasool Ilyas said that the report of the ASI is not “conclusive evidence” in this controversial case.

    “By doing this the opposition party has created a feeling of anarchy and insecurity in the society,” he added. Ilyas also accused the Hindu side of ‘insulting’ the court by releasing the ASI report in the media. “Hindu communal organizations have been misleading the public for many years regarding the Gyanvapi Masjid. The latest example of this is a report of the Archaeological Survey of India which they filed in the court and made available to the plaintiff and defendant only on the orders of the court. This report was for their study and preparation but by publishing it in the press, the opposition party has not only insulted the court but has also tried to mislead the simple people of the country,” he said.

    He also alleged that the Hindu side had tried its best to mislead the public and create unrest in the society months before when the survey team in its report had described the fountain present in the reservoir as Shivalinga. “A few months ago, when the survey team in its report had described the fountain present in the reservoir as Shivalinga, the opposition party had tried its best to mislead the public and create unrest in the society by publicizing it, even though experts It could not be investigated nor did the court give any decision on it,” he said.

    The AIMPLB, a leading organisation of Muslims in the country, is a non-government body constituted in 1973 to adopt suitable strategies for the protection and continued applicability of Muslim Personal Law in India, most importantly the Muslim Personal Law (Shariat) Application Act of 1937. The Muslim side’s response came a day after the Hindu plaintiffs’ lawyer Vishnu Shankar Jain claimed citing the ASI report that there was evidence to prove that the Gyanvapi mosque had been built after demolishing a Hindu temple in the 17th century.

    Jain claimed that ASI’s 800-page long report mention finding ancient scriptures in Kannada, Devanagari, and Telugu languages inside the mosque premises. The scriptures were about Rudra, Janardan and Vishweshwar, and that the pillars of the demolished temple were used to build the mosque. The Varanasi court had on Wednesday directed for handing over the hard certified copies of the ASI report to the lawyers of the rival sides. Both Hindu and Muslim parties had sought copies of the ASI survey report.

    ASI had submitted the report in two sealed covers last month in court. ASI, during the survey, started on August 4, used ground-penetrating radar and other scientific instruments to ascertain what lay beneath the surface of the Gyanvapi mosque premises. The team also surveyed the inner and outer walls, the cellar and other parts of the premises barring the ‘wuzukhana’ (the place where Muslims perform ablution before proceeding to offer prayers).

    The ASI report on the Gyanvapi mosque complex revealed that a pre-existing structure appeared to have been destroyed in the 17th century, and “part of it was modified and reused,” adding that based on scientific studies, it can be said that there “existed a large Hindu temple prior to the construction of the existing structure.”

    The ASI also said the “western wall of the existing structure is the remaining part of a pre-existing Hindu temple”. “The Arabic-Persian inscription found inside a room mentions that the mosque was built in the 20th regnal year of Aurangzeb (1676-77 CE). Hence, the pre-existing structure appears to have been destroyed in the 17th century, during the reign of Aurangzeb, and part of it was modified and reused in the existing structure. Based on scientific studies/survey carried out, study of architectural remains, exposed features and artefacts, inscriptions, art and sculptures, it can be said that there existed a Hindu temple prior to the construction of the existing structure,” the ASI said in its report.

    “Based on the scientific studies and observations on central chamber and main entrance of the pre-existing structure in existing structure, western chamber and western wall, reuse of pillars and pilasters of pre-existing structure in the existing structure, inscriptions on the existing structure, Arabic and Persian inscription on the loose stone, sculptural remains in cellars, etc. it can be said that there existed a large Hindu temple, prior to the construction of the existing structure,” the report further said.

    “In compliance of the order of the District Court, Varanasi, dated July 21, 2023, affirmed by the High Court of Allahabad by order dated August 3, 2023, and the Supreme Court of India by order dated August 4, 2023, the Archaeological Survey of India (ASI) carried out a scientific investigation and survey in a 2150.5-square-meter area fenced with steel grills in and around the existing structure (excluding the areas sealed by the orders of the Supreme Court). All the objects which were noticed during the scientific investigation or survey in the complex were duly documented. These objects include inscriptions, sculptures, coins, architectural fragments, pottery, and objects of terracotta, stone, metal, and glass,” the report said.

    The ASI further noted that during the present survey, a total of 34 inscriptions were recorded and 32 stampages were taken. The ASI in its survey mentioned that pillars from earlier temples were reused while making cellars in the eastern part of the platform. “A series of cellars were also constructed to the east to create additional space and a large platform in front of the mosque for accommodating a large number of people for prayers. Pillars from earlier temples were reused while making cellars in the eastern part of the platform. A pillar decorated with bells, niches for keeping lamps on all four sides, and bearing an inscription of Samvat 1669 is reused in cellar N2,” it said.

    “Sculptures of Hindu deities and carved architectural members were found buried under the dumped soil in cellar S2,” it added. The survey of the Gyanvapi mosque premises began after the Allahabad High Court rejected the petition filed by Muslim litigants seeking a stay on the Varanasi court’s order for a scientific survey by the ASI.

    In the intricate dance of political alliances, it’s crucial to understand the party dynamics in the Bihar Assembly. With a total of 243 seats, the magic number for forming a government is 122. In the 2020 assembly elections, RJD emerged as the largest party with 79 seats, closely followed by the BJP at 78 seats. Nitish Kumar’s JDU secured 45 seats, Congress 19, Left 16, HAM party 5, and one independent.

    Lalu Yadav’s array of options includes the prospect of forming an RJD government by presenting letters of support from 79 RJD, 19 Congress, 16 Communist parties, and independent MLAs. While this would fall seven short of the majority, tactics inspired by the Maharashtra model could be employed. The RJD might attempt to woo JDU MLAs, potentially creating a separate faction under the RJD quota, mirroring the strategy used in Maharashtra.

    Facing potential obstacles, Lalu Yadav could also explore influencing the floor test by convincing JDU MLAs to be absent, thereby reducing the majority figure. Alternatively, inducing resignations from some JDU MLAs could strategically diminish opposition numbers in the assembly, paving the way for RJD to realize its government formation aspirations.

    However, the biggest hurdle in Lalu Yadav’s path is Governor Rajendra Arlekar. The success of these intricate political moves hinges on the Governor’s acceptance of Lalu Yadav’s claim to form the government. If the Governor favors Nitish Kumar, the seasoned political strategist Lalu Yadav might find his arsenal of options rendered powerless.     New Delhi: Prime Minister Narendra Modi and French President Emmanuel Macron held talks in Jaipur on Thursday and agreed to enhance India-France cooperation in defence, space and civil-nuclear sectors. They also signed a defence industrial roadmap and a defence space partnership agreement. Foreign Secretary Vinay Kwatra, who briefed the media on Friday, said the defence industrial roadmap will identify opportunities for co-designing, co-development and co-production of military hardware and building defence supply chains. He said the aim is to meet the defence needs of India and France and also to contribute to the security partnership with other countries.

    Kwatra said the defence space partnership agreement will enable joint work on a space situational awareness programme, which is important for developing military satellites and sharing information on space traffic and debris.

    He also said that Tata Advanced Systems Ltd and Airbus Helicopters have entered into an industrial partnership for joint production of H125 helicopters in India with a significant indigenous and localisation component. He said Airbus SE will set up an assembly line in India for the helicopters.

    The foreign secretary said Modi and Macron also discussed various aspects of civil-nuclear energy cooperation and that there was a very positive and forward leaning conversation on small modular reactors (SMRs). He said the civil-nuclear cooperation has several elements such as localisation, financial viability and cost effectiveness and that the discussions are ongoing.

    He also said that Modi and Macron exchanged views on the situation in the Red Sea and the potential disruptions that it can cause, as well as the conflict in Gaza. He said there was no announcement on India’s proposed procurement of 26 naval variants of Rafale jets and three Scorpene submarines from France as the price negotiations are still underway.

    The foreign secretary said Modi and Macron also firmed up agreements for boosting engagement in areas of healthcare, education, training, research and sustainable development. He said the year 2026 will be celebrated as India-France year of innovation.

    He also said Modi and Macron touched upon the ongoing cooperation between the two countries in the Indian Ocean Region and the Indo-Pacific.

    Macron, who was the chief guest at the Republic Day celebrations at the Kartavya Path on Friday, was accompanied by a delegation of senior ministers, officials and top executives of leading French defence majors including Airbus CEO Guillaume Faury. He began his two-day visit to India from Jaipur.

    The foreign secretary described the area of small modular reactors (SMRs) as a relatively new domain space in terms of discussion between the two countries.

    “Technology needs to come together, viability needs to come together and its positioning in the overall energy mix needs to come together. There was a very positive, forward leaning ongoing conversation between the two countries (on it),” he said.

    An MoU was inked by New Space India Limited (NSIL) and French space agency Arianespace for cooperation in satellite launches.

    Kwatra said the French side has always been forthcoming in supporting India’s candidacy for the membership of the International Energy Agency.

    He also said that following up on a decision taken during Modi’s visit to Paris in July last year, the Indian consulate in the southern French city Marseille and the French bureau in Hyderabad are now fully ready to be operational.

    The defence and strategic ties between India and France have been on an upswing in the last few years.

    The two strategic partners also expressed commitment to cooperate in the co-development and co-production of advanced defence technologies, including for the benefit of third countries.

    The two sides are also expanding cooperation in the maritime domain including in the Indian Ocean Region.
