  • Parliament proceedings | This is a compliment-addicted government: Congress

Today’s Parliament session saw Members of the Parliament in both Lok Sabha and Rajya Sabha discuss the Motion of Thanks to the Presidential Address.

In Lok Sabha, Home Minister Amit Shah is set to introduce the Jammu and Kashmir Reservation (Amendment) Bill, 2019. This is Mr. Shah’s first legislative business in the Parliament following the 2019 general elections and his subsequent appointment as a Cabinet Minister. The Minister will also speak on reasons for the ‘immediate’ passing of the Bill which was earlier introduced as an ordinance.

Tamil Nadu, in his Motion of Thanks, says that the 7-phase elections conducted over a period of two months was a laborious process. He suggests that such long-duration elections shuld be avoided in the future.

He expresses concerns over EVMs getting tampered with and reposed faith in the paper ballot system

Regarding simultaneous elections, he says he is not convinced about its feasibility. “Funds that should reach States should reach in time,” he adds that the Central government owes thousands of crores to Tamil Nadu. This money is necessary for implementing development schemes, he says.

Ram Chandra Prasad Singh appreciates the government’s old age pension scheme, but says that farmer pension scheme should be reworked.

Development has not happened evenly in all States, he says. Acknowledging the historical reasons for this, he says the Central government must work towards developing all States.

He suggests that age limit for reservation in education institutions, for SC/STs, creamy layer OBCs and the economically weaker sections, should be kept the same.

  • ‘Not Legal’: TDP MPs Submit Complaint to Rajya Sabha Chairman Day After 4 Lawmakers Switch to BJP

A day after four Rajya Sabha lawmakers of the Telugu Desam Party (TDP) switched over to the BJP, a group of MPs of the Andhra party submitted a written complaint to Rajya Sabha chairman M Venkaiah Naidu on Friday.

YS Chowdary, CM Ramesh, Garikapati Mohan Rao and TG Venkatesh on Thursday were inducted into the BJP. The four had also met Naidu and urged him to approve the merger of the TDP Legislature Party with the saffron party in the Upper House.

Jayadev Galla, one of the TDP MPs who met Naidu on Friday, said that the merger of a political party can take place only at an organisational level, as per the Tenth Schedule in the Constitution.

“The four members have further claimed to have conducted a meeting of the TDP Legislature Party in Rajya Sabha on June 19 to pass the resolution to merge with the BJP,” said the letter to Naidu. “I would like to bring to your kind notice that the TDP Legislature Party in the Rajya Sabha consists of six members and no notice had been sent to the members with regard to the convening of the said meeting. Hence, it may be considered that no such meeting has been conducted.”

“Yesterday, four Rajya Sabha members of TDP had given a letter saying that they are merging the legislature party in Rajya Sabha and since they have 2/3rd majority, it should be accepted without any disqualification,” said Galla. “Having gone through the law, what we now understand is that the merger of a political party has to take place at only organisational level. It cannot take place at the legislature party level. Since the TDP and the BJP have not merged at the organisational level, this is not a legal merger.”

  • Modi govt’s timely reminder to Imran Khan as terror blacklist looms for Pakistan

India on Saturday reminded Pakistan of what it must do to avoid being cast away to Financial Action Task Force’s (FATF) black list. Modi government’s reminder to Pakistan PM Imran Khan can be considered timely as Islamabad was warned of the possibility by FATF – the Paris-based global body working to curb terror financing- as recently as Friday.

Highlighting Pakistan’s continued failure to complete the anti-terror measures listed in FATF’s action plan items, the Ministry of External Affairs reminded Islamabad that global concerns related to terrorism and terrorist financing emanating from its soil must be addressed before FATF’s September 2019 deadline.

“We expect Pakistan to take all necessary steps to effectively implement the FATF Action Plan fully within the remaining time frame i.e. by September 2019 in accordance with its political commitment to the FATF and take credible, verifiable, irreversible and sustainable measures to address global concerns related to terrorism and terrorist financing emanating from any territory under its control,” said Ravish Kumar, the spokesperson for the Ministry of External Affairs.

FATF, the Paris-based global body, is working to curb terrorism financing and money laundering and has expressed disappointment with Pakistan’s failure to implement a 27-point action plan to curb terror financing and money laundering in order to effectively disable banned terrorist outfits, LeT, JeM, in the country.

Pakistan is currently on FATF’s ‘Grey list’ of countries whose domestic laws are considered weak to tackle the challenges of money laundering and terrorism financing but the global body indicated Friday that Pakistan’s continued failure on anti-terror front may lead to the FATF taking the ‘next step’- widely seen as relegation to the ‘Black list’ of nations.

In a statement issued at the conclusion of its plenary meeting in Orlando, Florida, the FATF expressed concern “that not only did Pakistan fail to complete its action plan items with January deadline; it also failed to complete its action plan items due May 2019”.

The FATF “strongly” urged Pakistan to swiftly complete its action plan when the last set of action plan items are set to expire.

Making his intentions clear on dealing with disruptions, Lok Sabha Speaker Om Birla Thursday said he will hold discussions with all parties to address the issue. He also said that members should not hold placards and come to the well of the house.

“Members should not hold placards and come to the well of the house… Such actions have dealt a blow to Parliament’s dignity. It should not be done. There are various other ways for members to convey their message,” Birla, who was on Wednesday elected as speaker of the Lok Sabha unanimously, told PTI.

“I will talk to all parties and discuss with them that what action can be taken against those who repeatedly show placards in the house and come to the well. Such actions of the members show Lok Sabha in poor light,” he said.

On the issue of disruptions, he said he will hold deliberations with all parties to decide what action can be taken against those members who indulge in such act.

Birla held his first all-party meeting on Thursday after assuming charge and sought their suggestions on smooth functioning of the house.

Underlining that every member of the house should be heard, Birla said, “Every party will be given opportunity irrespective of their strength even if it has one member. He or she should be heard and the government respond whenever required.”

As a custodian of the house, Birla said he is fully aware of his responsibilities but added, “Members should also understand they have been elected by lakhs of people. They should raise issues which matter to the last person standing in the row.”

  • Ex-Gujarat Top Cop Sanjiv Bhatt Sentenced To Life In Custodial Death Case

Sacked Gujarat-cadre IPS officer Sanjiv Bhatt, who took on Prime Minister Narendra Modi over the Gujarat riots, was sentenced to life imprisonment today in a 30-year-old case of custodial death. The sentence by the Jamnagar court comes a week after the Supreme Court denied Mr Bhatt’s petition to examine additional witnesses.

Sanjiv Bhatt is currently in custody for an alleged drug planting case from 1996 after the top court declined to interfere with a Gujarat High Court order refusing bail.

The custodial death case for which Mr Bhatt has been sentenced dates back to 1989 when he was posted as the Additional Superintendent of Police in Jamnagar district. He had detained approximately 150 people during a communal riot and one of those arrested, Prabhudas Vaishnani, died in hospital after his release.

Prabhudas Vaishnani’s brother complained to the police naming Sanjiv Bhatt and six other policemen, accusing them of torturing him while in detention.

Mr Bhatt had several run-ins with the BJP government in the past over the 2002 post-Godhra riots. The Indian Police Service officer had alleged that Narendra Modi, then Chief Minister of Gujarat, was complicit in the riots of 2002.

His claims were rejected by the Special Investigation Team appointed by the Supreme Court to probe nine riots related cases.

Last year, he was arrested by the CBI in connection with a 23-year-old case of allegedly planting drugs.
