    Even during the Doklam controversy, Rahul Gandhi had raised similar questions on the Modi government in the context of the ongoing tension in Ladakh.

  • Understanding the chronology: A few fundamental truths about the CAA, NRC, NPR and all the threads that bind the three together

    In October 2018, BJP national general secretary Ram Madhav strongly supported the updating of the National Register of Citizens (NRC) in Assam, even coming up with a 3D formula — to detect (illegal migrants), delete (names from electoral rolls and other government documents) and deport (to parent country/ies).

    Then, with NRC work on in full swing in Assam, under the supervision of the Supreme Court, the BJP had resolved to conduct the exercise on a pan-India basis, the seeds of which were sown 14 years earlier, on 7 January 2004, when, led by prime minister Atal Bihari Vajpayee, the Parliament passed the Citizenship Amendment Act, 2003 making key changes to the law that was formulated way back in 1955.

    It was for the first time the term “illegal migrant” became part of the law in this amendment. The law states:

    (b)”illegal migrant” means a foreigner who has entered into India-(i) without a valid passport or other travel documents and such other document or authority as may be prescribed by or under any law in that behalf; or
    (ii) with a valid passport or other travel documents and such other document or authority as may be prescribed by or under any law in that behalf but remains therein beyond the permitted period of time;’;

    Another important component was the addition of the date 1 July 1987 on the basis of which deciding the citizenship became a factor.

    (1) Except as provided in sub-section (2), every person born in India-(a) on or after the 26th day of January, 1950, but before the 1st day of July, 1987 ;
    (b) on or after the 1st day of July, 1987 , but before the commencement of the Citizenship (Amendment) Act, 2003 and either of whose parents is a citizen of India at the time of his birth;
    (c) on or after the commencement of the Citizenship (Amendment) Act, 2003, where-(i) both of his parents are citizens of India; or
    (ii) one of whose parents is a citizen of India and the other is not an illegal migrant at the time of his birth, shall be a citizen of India by birth.
    Unlike in 2010, where the National Population Register did not seek information on the date and place of birth of the parents of an individual, the upcoming data will ask for this data.

    The most important amendment to this Act in 2003 was the insertion of the need for the National Register of Indian Citizens, which is equivalent to the NRC conducted in Assam.

    The law says: “The Registrar General of Citizen Registration shall establish and maintain the National Register of Indian Citizens. (2) The National Register of Indian Citizens shall be divided into sub-parts consisting of the State Register of Indian Citizens, the District Register of Indian Citizens, the Sub-district Register of Indian Citizens and the Local Register of Indian Citizens and shall contain such details as the Central Government may, by order, in consultation with the Registrar General of Citizen Registration, specify.

    It also says: “The Central Government shall, for the purpose of National Register of Indian Citizens, cause to carry throughout the country a house-to-house enumeration for collection of specified particulars relating to each family and individual, residing in a local area including the Citizenship status.

    What surprised everyone was when the prime minister claimed that ever since his government first came to power in 2014, no discussions were held on a nationwide NRC. Starting from Union home minister Amit Shah, many BJP chief ministers have reiterated on a nationwide NRC at different points in time.   • Another Day, Another Title – The Meteoric Rise of Karnataka Cricket

    Manish Pandey summed up what went Karnataka’s way in the thrilling Syed Mushtaq Ali Trophy final over Tamil Nadu on Sunday night. Pandey couldn’t have been more right – Tamil Nadu punched above their weight, but Karnataka were the best team through the competition.

    In fact, Karnataka have been the best domestic side across competitions and formats for the last few years. The trophy cabinet at KSCA stands as a testament; Karnataka have won 10 trophies across formats in the last five seasons. It includes two trebles (Ranji Trophy, Vijay Hazare Trophy and Irani Cup) in 2013-14 and 2014-15, the Vijay Hazare trophies of 2017-18 and 2019-20 and the Syed Mushtaq Ali trophies of 2018-19 and 2019-20.

    It wouldn’t be too wrong to say Karnataka are the powerhouse of domestic cricket in India; Mumbai dominated in earlier years, but Karnataka’s consistency in an era where cricket has spread across the country, and when more states are lifting their competence levels, is incredible.

    The victories are a result of everything coming together: a state with great cricket legacy and infrastructure at every level. The facilities in Bangalore in particular are second to none; not many associations can boast of having multiple grounds like the ones in Alur (three of them), Just Cricket Academy, apart from the M Chinnaswamy stadium. Needless to say, Bangalore also hosts the National Cricket Academy.

    For all its recent issues, there’s the Karnataka Premier League too, helping take the sport to other parts of the state. It’s probably worth noting that the finalists of the Vijay Hazare Trophy and Syed Mushtaq Ali trophy this year – Karnataka and Tamil Nadu – have their own T20 leagues.

    Add to this the cricketing culture and rich history of producing stalwarts, and it’s no surprise that Karnataka are where they are.

    This season has seen Karnataka extend that legacy, especially through their batting. At their strongest, like in the final, Karnataka boast of a batting line up with internationals in KL Rahul, Mayank Agarwal, Manish Pandey and Karun Nair. Add to it an upcoming star in Devdutt Padikkal, and it’s easily the most complete batting unit in Indian domestic cricket. They also have an off-spinning all-rounder in K Gowtham who is knocking on the doors through India A.

    For all the big names, it’s Padikkal who has stolen the show. The left-handed opener was the highest run-getter in Vijay Hazare and Syed Mushtaq Ali trophies, amassing over a thousand runs in the season already. With five fifties and a century in the SMA, at a strike rate of 175.75, Padikkal has made heads turn. Many, including coach Mike Hesson, are already looking forward to how he goes in the IPL for RCB next year.

    It helped Karnataka that their seniors were available for major parts too. That Karnataka won the title without many hassles in the tournament despite Agarwal playing only a couple of matches says a lot about their depth.

    Fortunately they had Rahul. Not a part of the Test squad, Rahul showed his class scoring 313 runs from 8 innings, happy to play second fiddle to his younger partner Padikkal. Rahul has also improved as a wicketkeeper, giving Karnataka the freedom to play an extra batsman or bowler.

    The main man though, is captain Pandey. The bridge between the top order and lower order, Pandey has the dual role of carrying the top order’s momentum while ensuring there are no collapses. He did just that in the final – he came in after R Ashwin bagged Rahul and Agarwal in successive balls, and the story could have been very different had Pandey too fallen early. But Pandey showed experience, knowing exactly when and who to attack, while also respecting the situation. His 45-ball 60* was the difference between the sides in a game of small margins.

    Pandey’s captaincy was top notch too. It took a bold captain to finish Ronit More’s spell by the 18th over, leaving the inexperienced V Koushik and an off-spinner in Gowtham to bowl the last two. And what about his fielding, which made all the difference in the end?

    Apart from the biggies, Karnataka also had Rohan Kadam contributing crucial runs in the middle order, like in the final.

    Karnataka’s bowling was not the strongest but they still got the job done. Shreyas Gopal finished second in the wicket takers list with 19 scalps from 12 games at an economy of 6.78, bowling mostly on batsmen friendly conditions. Small phases made big differences; Abhimanyu Mithun’s five wickets in the last over against Haryana in the semifinal that pulled momentum back to Karnataka is an example.Crucially, they had experience in their side to guide through tough phases and overcome relative weakness in the ball.

  • The petitioners against Supreme Court’s 2018 verdict and their pleas

    The Supreme Court will deliver its verdict on Thursday on 65 petitions (review pleas and writs) filed against the apex court’s 2018 verdict on Sabarimala, where the ban on the entry of women between the ages of 10 and 50 was lifted. If the court decides that the review petitions are acceptable, then a bench may be set up to hear the case again.

    The Supreme Court in February 2019 had reserved judgement after hearing around a bunch of pleas, filed by various parties, including Nair Service Society, the priest of the temple and the temple’s board, Travancore Devaswom Board, seeking a review of the court’s September 28 judgement.

    On September 28, 2019, the five-judge Constitution bench comprising then Chief Justice Dipak Misra, Justice Rohinton Fali Nariman, Justice AM Khanwilkar, Justice DY Chandrachud and Justice Indu Malhotra gave the verdict allowing entry of women of all ages. Justice Indu Malhotra was the lone dissenter in the verdict.

    On November 13 last year, the apex court had agreed to hear in open court the pleas seeking review of its verdict but had refused to stay the judgement. 

    Here’s what the main petitioners sought in the review pleas:

    The pleas filed by the petitioners relied heavily on Justice Indu Malhotra’s dissenting judgement in 2018. 

    The petitioners seeking recall of the verdict argued that besides “patent legal errors” in the verdict, the assumption that the temple practice was based on notions of menstrual impurity was factually erroneous. Quoting the protests that broke out after Supreme Court’s September 2018 verdict, the petitioners said that these “clearly demonstrate that overwhelmingly large section of women worshippers are supporting the custom of prohibiting entry of women”.

    The Nair Service Society: Senior advocate K Parasaran, the counsel for the Nair Service Society, had argued before a five-judge bench and urged the court to set aside its earlier verdict. The Nair Service Society had said that the custom banning menstruating women from entering the temple was essential to maintain the sanctity of the temple in following the age-old practice.

    Travancore Devaswom Board: While the TDB, which handles management of the Sabarimala temple, had earlier opposed the entry of the women, stating that the SC’s earlier judgement did not take into consideration the ‘essential character’ of the deity. The TDB had also opposed the PIL by the Indian Young Lawyers Association, adding that the celibate character of Lord Ayyappa at Sabarimala temple was a unique religious feature, and it is protected under the Constitution. However, on the second day of the hearing, the TDB reversed its stand, submitting in the court that discrimination on the grounds of biological attributes was not correct.

    Deepak Chahar, who earned the limelight after his performances for Chennai Super Kings over the last two years, told India Today that he relishes challenges and that he never gave up despite facing a lot of hurdles in his nascent career.

  • Xiaomi Mi Watch leaks in the form of live image ahead of launch tomorrow

    Xiaomi Mi Watch, the first smartwatch from the Chinese company, is set to launch in China tomorrow. Ahead of its launch, the smartwatch has leaked multiple times and even Xiaomi has revealed key details. In a new leak, the Mi Watch has surfaced in live image. The leaked image shows how the wearable will look when worn by a user. It would be fair to say that it looks similar to Apple Watch but it does not look like an exact copy.

    The Mi Watch was spotted earlier today on the wrist of Li Xiaoshuang, the general manager of the Xiaomi TV (Air Conditioning) Department. The image clearly shows that Mi Watch will feature a rounded square design with all the four sides curved. It seems inspired by Amazfit GTS more than Apple Watch. The watch is paired with a black strap but leaks have shown four different strap options.

    After weeks of hectic lobbying, finally, the State got a new face for the post of chief secretary (CS) on Thursday. The 1987-batch IAS officer RP Mandal outsmarted his potential rival, CK Khaitan, to become the 11th CS of the mineral-rich State.

    Mandal is considered close to Chief Minister Bhupesh Baghel but his reputation as an able administrator and sharp-brain bureaucrat turned the table in his favour. The State has high hopes from Mandal to speed up development works and unlock the stalled infrastructure-related projects in poverty-hit and leftist insurgency-hit regions.

    Khaitan who had exhausted his almost all potential contacts within and outside the state to become chief secretary, has been shifted to Bilaspur as Chairman of the Revenue Board.

    Baghel who had made up his mind a month ago to go with Mandal for the post of new chief secretary, maintained a complete suspense till last day about the new CS. Mandal has a tag of a hyper active IAS officer who knows tricks to act in accordance with incumbent government to speed up development.

    Sources say that Khaitan was reportedly infamous for taking credit for everything while doing literally nothing. He made several attempts in recent weeks to grab Baghel’s eyeball at public debates and workshops organised by private think tanks or individuals either in Chhattisgarh or in Delhi, which was reportedly disapproved by the chief minister.

    Highly placed sources claimed that a former chief secretary who presently holds considerable clout in Baghel government, was dead against Khaitan becoming CS and his opinion was also said to be a key factor in appointment of the new CS.
