VISTAR Plan Launches to Upgrade National Data Infrastructure

The Union Cabinet has given the green light to the VISTAR scheme, a comprehensive project aimed at revitalizing India’s statistical operations. Prime Minister Narendra Modi unveiled the initiative, noting that it will fundamentally reshape how the nation gathers and utilizes data for governance.

Highlighting the transformative potential of the program, the Prime Minister explained that refined data leads to superior policy design and more efficient service delivery. The approval reflects a strong commitment to leveraging technology for public welfare and administrative precision.

Aligned with the national goal of achieving developed nation status by 2047, VISTAR prioritizes agility, precision, and digital readiness. The framework is engineered to deliver real-time statistical updates, maintain rigorous accuracy benchmarks, and ensure full compatibility with emerging artificial intelligence tools. Seamless data exchange across agencies will also be a key focus.

Scheduled to operate from 2026-27 to 2030-31, the initiative has been allocated Rs 4,371.10 crore. This financial backing guarantees sustained implementation and long-term capacity building within the statistical sector.

The program introduces adaptive funding mechanisms, enabling rapid resource deployment in response to shifting policy priorities. It champions extensive field surveys, advanced research frameworks, and complete digital migration. A cohesive national data governance strategy will also be institutionalized under this scheme.

Managed by the Ministry of Statistics and Programme Implementation, VISTAR will unify all statistical workflows and data handling procedures. The overarching goal is to construct a modern, integrated, and highly efficient statistical system capable of meeting future demands.

The rollout will be guided by three core components. These involve building a resilient statistical ecosystem, delivering targeted assistance for statistical capacity building, and executing the national economic census. Collectively, these elements will establish a next-generation data foundation for India.
