State adds Rs 10 environmental levy on each alcohol bottle, refundable on empty return

Tamil Nadu's liquor dealer, TASMAC, will begin charging a ten‑rupee environmental levy on every bottle of alcohol sold from its stores. The levy is intended to fund the collection and recycling of empty glass bottles and will be returned to the consumer when the bottle is surrendered back to the retailer.

The amendment to the state's tax code now permits a levy of up to twenty rupees per bottle, but the first phase caps it at ten rupees. The additional cost will appear on the receipt alongside the standard maximum retail price (MRP). Once the consumer brings the empty bottle back, the same amount will be credited back to them.

The policy seeks to address the problem of widespread bottle litter while avoiding a permanent increase in the price of alcoholic beverages. It is slated to commence in the first week of October, after the Madurai and Tirupur by‑elections, and will be operational in all TASMAC outlets across the state.

No details on the exact refund procedure have been released, but officials say the system will be straightforward: customers present the empty bottle at the checkout and receive cash or a credit equal to the ten‑rupee deposit.
