Ministries Directed to Submit Expenditure Proposals by Oct 6

In preparation for the FY 2027-28 Union Budget, the Finance Ministry has issued a directive to all ministries and departments to submit detailed expenditure proposals no later than October 6, 2026. The deadline is set to ensure that the Ministry has sufficient time to evaluate the financial requirements before the pre‑budget meetings begin on October 12, 2026.

The guidance outlines that each ministry must provide revised estimates for the current fiscal year (FY 2026-27) as well as fresh budget projections for FY 2027-28. These documents will feed into a series of consultation sessions where ministries will discuss their fiscal needs, ongoing projects, and strategic priorities.

The overarching aim is to craft a budget that reflects the "Developed India @2047" vision, focusing on long‑term economic growth, infrastructure enhancement, job creation, digital transformation, and social welfare. The Ministry stresses that proposals should be realistic, transparent, and aligned with the government's approved priorities.

To maintain fiscal discipline, ministries are advised to keep additional resource requests to a minimum throughout the financial year. Only programmes that have received the requisite approvals will be considered for allocation, and comprehensive spending plans for existing schemes must be submitted.

All grant requests will be entered into the Union Budget Information System (UBIS), with stringent security measures to protect the confidentiality of the information. The issuance of this directive signals the start of an intensive fiscal planning process for FY 2027-28, aimed at balancing developmental objectives with prudent fiscal management.
