Cost Accounting Service Drives Self‑Reliant India Initiative

Defence Secretary Rajesh Kumar Singh, speaking at the Indian Cost Accounts Service’s foundation day in New Delhi, highlighted the agency’s strategic impact on government cost management, particularly within the defence arena. He praised ICAS officers for their analytical acumen and steadfast commitment, noting that their work directly propels the Self‑Reliant India agenda.

The event’s theme – “Role of ICAS Officers in Cost Optimisation for Self‑Reliant India” – underscored the increasing relevance of fiscal prudence as the country aspires to a developed status. Sanjeev Kumar, Secretary of the Defence Production Department, remarked that sophisticated cost‑accounting practices are essential for bolstering indigenous manufacturing capabilities, reducing import dependence and boosting India’s export potential.

V. Vualnam, Secretary of the Expenditure Department, emphasized that as private sector involvement and PPP models accelerate, ICAS officers will be indispensable in ensuring cost efficiency, equitable risk distribution and solid project frameworks. An e‑brochure released at the function outlined the service’s growth trajectory, core responsibilities and notable accomplishments.

In recognition of exemplary work, six young officers received certificates in categories such as ‘Best’, ‘Excellent’, ‘Very Good’ and ‘Encouragement’. The day concluded with two technical forums, one of which explored the application of artificial intelligence in public financial management, signalling a forward‑looking approach to enhancing governmental value chains.
