In 1990, Fleiss launched her own high-class prostitution ring, quickly gaining notoriety as the "Hollywood Madam." In 1993, she faced serious legal trouble, being charged by the state of California with five counts of pandering. The trial ended with a jury conviction on three counts, resulting in a mandatory minimum sentence of three years in prison. However, Fleiss's conviction was overturned in 1996 after jurors admitted to vote-trading and other infractions. Subsequently, she was tried in federal court and convicted of tax evasion and money laundering, receiving a 37-month sentence.

Her trials were highly publicized, with speculation surrounding her "black book" of clients, which allegedly included prominent figures. Notably, actor Charlie Sheen testified that he paid Fleiss $53,000 for sexual services. This media frenzy only added to her infamous reputation.
