Progressive increase in revenue from coal mining in Chhattisgarh

Recording a progressive increase in the revenue received from coal mining in the last three years in Chhattisgarh, revenue of Rs.7 thousand 217 crore has been received. Of these, the revenue received by the state from coal mining is Rs 2 thousand 337 crore in 2019-20, Rs 2 thousand 356 crore in 2020-21 and Rs 2 thousand 524 crore in 2021-22. This achievement has been achieved by the efficient implementation of Chhattisgarh Mineral Storage Rules 2009 by the State Government under the leadership of Chief Minister Bhupesh Baghel. It is worth mentioning that under the Chhattisgarh Mineral Storage Rules, 2009, there is a provision to give information about the quantity, grade recipient etc. of the proposed mineral to the district office before dispatch of mineral to the mineral lessees and licensees in special circumstances. In this context, the department has been informed about the system prevailing in relation to the investigation of DOs to be issued for dispatch of coal. Under this, the operation and dispatch of coal mines in the state is mainly done by SECL, a Government of India undertaking. Coal is supplied by SECL to various consumers according to power and non-power category through various schemes like linkage, e-auction etc. The royalty payable to the state government on coal is 14 percent of the basic sale price of coal being supplied by SECL as per the scheme. There is wide variation in the basic sale price of coal scheme wise power and non power category and grade wise. Therefore, under which scheme coal is being sent to which consumer for the specified place, it is necessary to have prior information about royalty and other payments due to the state government, such as DMF environment cess, infrastructure cess, before dispatch. Under the scheme operated by the coal mine operators in the auto-approval based e-permit and e-transit pass system under the mineral online portal, under which consumer information about the grade, size, quantity, destination etc. Coal dispatch could not happen earlier. In view of this, under the instruction on July 15, 2020, application and permission to the Mining Officer of the concerned district in the prescribed form for issuing e-permits on the basis of delivery order from the Mineral Online Portal to the coal mine owners to dispatch coal from the mine to various institutions, consumers. Provision has been made so that the field staff of the department, coal mine owners, are being supplied coal according to the delivery order issued to the specified consumer under the particular scheme or not, it can be properly checked.
