The first supplementary budget of Rs 2904 crore 41 lakh 70 thousand 571 for the financial year 2022-23 was passed in the Chhattisgarh Vidhan Sabha today. The Chief Minister, Shri Bhupesh Baghel, while giving a series of answers to the discussion on the first supplementary, gave information about the financial management, achievements and provisions of the supplementary budget of the state government. Replying to the discussion, the Chief Minister made several announcements. He said that the recruitment process of 10 thousand new teachers would start soon in the state. He said that after the year 1998, 14 thousand teachers have been recruited by the state government, who are being appointed after verification of documents. The Chief Minister said that he is also going to start the purchase of cow urine from Hareli festival. This will help organic farming in the state. He said that 163 mobile veterinary units would be started soon for the treatment of animals, for which a provision of Rs.10 lakh has been made in the supplementary. The units to be set up in Mahatma Gandhi Rural Industrial Park being developed in Gauthan will be given the benefit of Half Bijli Bill Scheme in the total electricity bill without any limit on the consumption of electricity. Similarly, the Chief Minister has given Rs. 266 crore to the PDS center operators of Universal Public Distribution System for giving dealer margin money, Rs. 100 crore for distribution of gram in scheduled areas and general areas, 300 medical treatment for mobile units of Haat-Bazar clinic scheme. Recruitment of officers, construction of building of medical college of Korba, Kanker, Mahasamund, arrangement of equipment and cancer institute of Bilaspur Rs.250 crore, Rs.25.50 crore for 120 Devgudi and 94 Ghotul, 1.85 for Rajim Maghi Punni Mela site development Crore, one crore for the development of Giroudpuri and Bhandarpuri, Rs 10 crore for the Ramayana Mandali incentive scheme for the protection and promotion of the artists of Ramayana troupe and sustainable development of art teams, Rs 9 crore for the development of Damakheda. . The Chief Minister said that Rs 19 crore, 9058 educational and 2565 non-educational posts have been sanctioned for construction of additional rooms in nearby government hostels for residential facilities for the children of Swami Atmanand Excellent English Medium School. The Chief Minister has given Rs 200 crore for providing free electricity to irrigation pumps up to 5 HP, Rs 115.37 crore for concession in electricity bill to 41.16 lakh domestic consumers under Half Bijli Bill scheme, 17 lakh BPL consumers under Ekal Batti Connection Scheme. Rs.84.63 crore for providing free electricity facility up to 30 units to the state, Rs.300 crore in Power Company’s loan takeover scheme, Rs.79.68 lakh for Mukhyamantri Shahari Vidyutikaran Yojana, for infrastructure development and infrastructure development under AMRUT Mission 2.0 in urban areas. 155 crore for development, 58 posts have been created for Khairagarh-Chhuikhadan-Gandai District Office and Land Record Office, 104 posts have been created for Salhewara, Pipariya, Kunda, Bachrapodi, Chalgali, Hasaud and Sargaon Tehsil offices. . Provision has been made for creation of posts for establishment of new sub health center in village Silghat, Bhimbouri Bemetara district, village Sankanpally and Kaika district Bijapur, Sahanpur district Surguja. Creation of posts for new Primary Health Center in Village Deur, Village District Bemetara, Village Faresgarh, Palaguda and Bedre District Bijapur. Upgradation of Primary Health Center Pamed and Basaguda district Bijapur into Community Health Center and creation of 111 posts for establishment of Community Health Center in village Chhote Dongar district Narayanpur and an additional amount of Rs 50 crore has been made for National Health Mission. The Chief Minister said that 02 major bridge construction works in the supplementary budget under Public Works Department, 15 construction works under Central Road Fund Scheme, 02 bridge construction works under Jawahar Setu Scheme, 14 rural road constructions under Basic Minimum Service Scheme, ST area under Minimum Requirement Scheme. K 40 road construction works, 02 main district road construction of ST area under main district road plan, C.G.R.I.D. Under the construction work plan by CL, 31 road and bridge construction works of scheduled tribe area, 02 road construction work under the road construction plan in scheduled caste dominated areas, 02 auditorium and 05 rest house construction under Public Works Department, thus total 115 departmental works Will be done from budget. Necessary provisions have been made for this. In the beginning of his remarks, the Chief Minister said that today is the 75th anniversary of our National Flag Adoption Day. On 22 July 1947, the Constituent Assembly of India accepted the tricolor in its present form. Today, I offer my holy remembrance and salutations to Pingali Venkaiah ji, the creator of this form of the tricolor. This tricolor flag has become a symbol of pride and pride of every Indian. The 75th anniversary of India’s independence will be on 15th August 2022, but today is the 75th anniversary of the adoption of our tricolor flag by the Constituent Assembly in its present form. First Supplementary Estimates ( 2022-23) at a Glance Chief Minister Mr. Baghel said during the discussion that the size of the state’s main budget for the year 2022-23 is Rs. 1 lakh 12 thousand 603 crore 40 lakh, Rs. 2 thousand 904 crore 42 lakh. After the first supplementary budget, its size has increased to 1 lakh 15 thousand 507 crore 82 lakh rupees. A provision of Rs 2 thousand 904 crore 42 lakh has been made in the first supplementary budget, in which revenue expenditure is Rs 2 thousand 467 crore 99 lakh and capital expenditure is Rs 436 crore 43 lakh. This is the biggest budget in the history of Chhattisgarh. Giving information about efficient financial management in the state, the Chief Minister said that the Central Government has been reducing the financial resources of our state from time to time. Despite this, the total revenue receipts in the year 2021-22 are 79 thousand 688 crores, out of which the state’s own revenue receipts are 41 thousand crores and the receipts from the center are 38 thousand 688 crores. Thus the revenue receipt of the state is higher than that of the Centre. This is the first time in many years this has happened. This has happened because of our successful economy. Shri Baghel said that in the year 2021-22, the revenue expenditure is 75 thousand 366 crore, which is 87 percent of the total expenditure. In the year 2021-22, there has been an increase of 36 percent in the revenue of the state and the revenue surplus is 4 thousand 321 crores. The capital expenditure in the year 2021-22 is 10 thousand 890 crores, which is 12.6 percent of the total expenditure and the highest ever. The Chief Minister said that in the first quarter of the year 2021-22 due to the second wave of Kovid-19, a market loan of 4 thousand crores was taken for the reduction in the revenue of the state and for raising necessary resources for the works of public interest and capital expenditure. 3 thousand crores of market loans have also been paid in the year 2021-22. Thus the net market credit taken in the year 2021-22 is only 1 thousand crores, which is the lowest in the last 10 years after the year 2012-13. Shri Baghel said that the financial deficit is 6 thousand 812 crores, which is only 1.70 percent of GSDP. Out of this, GST compensation loan is 04 thousand 965 crore and if the loan for capital expenditure given by the Center is reduced by 423 crore, it will be 01 thousand 424 crore, which will be only 0.36 percent of GSDP. According to RBI, Chhattisgarh’s average committed expenditure (salary, pension and interest payment) for the last 5 years is the lowest (23 percent of revenue expenditure) among all states. Average developmental expenditure in the last 5 years is the highest (73.4 percent) among all the states. The Chief Minister said that the total debt liability as on March 31, 2022 is 82,961 crore, which is only 20.74 percent as a percentage of GSDP (4 lakh 61 crore), as per the recommendation of the 15th Finance Commission, this ratio should be less than 25 percent. Chhattisgarh’s debt as a percentage of GSDP is the lowest among all states after Odisha and Gujarat. For the Government of India, this ratio is 48 percent, which is more than twice that of Chhattisgarh. The interest payment in the year 2021-22 is 5.657 crore, which is 7.10 percent as a percentage of revenue receipts (79 thousand 688 crore).
