Big change in the lives of people in three years, new doors of livelihood opened: Chief Minister Bhupesh Baghel

In Chhattisgarh Vidhan Sabha today, the demands for grants of Rs 12681 crore 75 lakh 82 thousand for the departments of Chief Minister Bhupesh Baghel for the financial year 2022-23 were passed by voice vote. Out of this amount, Rs 339 crore 68 lakh 81 thousand for General Administration Department, Rs 429 crore 60 lakh 90 thousand for other expenditure related to General Administration Department, Rs 7734 crore 24 lakh 25 thousand for expenditure related to Finance Department, District Rs 208 crore 65 lakh for expenditure related to projects, Rs 2634 crore 17 lakh 38 thousand for expenditure related to energy department, Rs 751 crore 70 lakh 42 thousand for expenditure related to mineral resources department, for expenditure related to public relations department A provision of Rs 329 crore 87 lakh 10 thousand, Rs 192 crore 32 lakh 68 thousand for the Department of Electronics and Information Technology and Rs 61 crore 49 lakh 28 thousand has been made for the Department of Aviation. Replying to the discussion held in the House, Chief Minister Shri Bhupesh Baghel said that the state government is running with these two mottos ‘Seva, Jatan, Sarokar’ and ‘Gadbo Nava Chhattisgarh’. While we have emphasized on providing relief to the people at the earliest, on the other hand we are taking all possible measures to make them partners in the development of the state. In the year 2018, we get goosebumps even remembering the situation in which Chhattisgarh was found moaning. We have brought many big changes in three years, due to which the people of Chhattisgarh got relief and also got empowerment. Chief Minister Shri Baghel said that we have got the biggest blessings of Chhattisgarh Mahtari in the form of abundant minerals. We believe that minerals are such a heritage that the present has to be preserved and it has to be preserved for the future so that the coming generations can also get mineral resources. That’s why we have made very transparent policies and plans. Due to which on one hand the mineral revenue is increasing rapidly and on the other hand the local residents are getting their benefits. Our mineral resource is being properly utilized for the overall development of the state. Mineral revenue is increasing progressively. He said that the state government received Rs 5,517 crore in the form of mineral revenue in the financial year 2020-21. In the financial year 2021-22 from April to December, 2021, against the target of Rs.7 thousand 800 crore, revenue of Rs.8 thousand 200 crore has been achieved. In this way, mineral revenue of about Rs 11 thousand 900 crore is expected to be received by the end of the financial year. The Chief Minister said that many tales of misuse of DMF have resonated in this House. We have taken serious steps towards better utilization of DMF. DMF is now being used for the development of the people and the area affected by the mining operations. After coming to our government, with the contribution of DMF, reducing the malnutrition rate of the districts, increasing the quality of health, education, promoting agriculture, processing, employment and beneficiary oriented works are being approved on priority. In the financial year 2021-22, from April to December, 2021, an amount of Rs 2 thousand 20 crore has been received as contribution under DMF head. A total amount of Rs 8 thousand 35 crore has been received since 2015 as contribution from DMF. Chief Minister Shri Baghel said that the State Government has made information technology a means of public convenience and mass empowerment. In this episode, an online advance platform ‘Mukhyamantri CG Camp Portal’ has been developed for monitoring the priority schemes of the state government. Major flagship schemes have been included in this portal. Like Godhan Nyay Yojana, Mukhyamantri Haat-Bazaar Clinic Yojna, Chief Minister Suposhan Abhiyan, CG E-District, Chief Minister Urban Slum Health Scheme, Narva, Garuva, Ghuruva, Bari Yojana, online monitoring is being done through this portal. He said that by fixing the accountability of government offices and public servants, we have enabled Lok Seva Kendras, through which more than 25 lakh 21 thousand citizens have been benefited from various government services this year. At present 132 services of various departments are available online. So far more than 172 lakh 86 thousand online applications have been received through this scheme, out of which 161 lakh 66 thousand applications have been rejected. Our three important schemes have been recognized at the national level. Bluetooth based e-education solution for offline education ‘Bulthu Ke Bol’ / ‘Digipay Sakhi’ and ‘Godhan Nyay Yojna’ for cash payment in rural areas of Digital Transformation Stories released by Government of India on the occasion of ‘Azadi Ka Amrit Mahotsav’ published in the book. The Chief Minister said that in the field of energy, we followed efficient management and proper discipline. This is the reason that despite all the obstacles like corona, coal crisis, lockdown, we made records of maximum production, availability and supply. When the state was formed, the demand for electricity in Chhattisgarh was only 1 thousand 334 MW. At the end of 2018 4 thousand 559 MW reached and today we have touched the peak of 5 thousand 57 MW. He said that in terms of transmission, we have brought transmission loss close to 3 per cent with efficient management, which is less than the target of 3.22 per cent set by the regulatory commission. Due to good arrangement, the transmission system availability was 99.79 percent, which is a record. In order to increase the transmission capacity in the last year, we have energized two sub-stations of 132/33 KV capacity at Udaipur (Dist. Surajpur) and Khairagarh (Dist. Rajnandgaon) and 5 such sub-stations are going to be completed soon. Despite Corona and lockdown, we gave impetus to power development in the state. Talking about the distribution system, till the year 2018 i.e. in 18 years, electricity was given to 4 lakh 17 thousand 523 irrigation pumps in the state, whereas we have given electricity to 67 thousand 942 pumps in just 3 years. That is, 16 percent in 3 years. Talking about 11 KV sub-centres, 1 lakh 56 thousand 94 sub-centres were established in the state in 18 years, whereas we established 44 thousand 321 sub-centres in just three years. That is, 28 percent in just 3 years. We have also increased the number of 11KV and low pressure lines by 16 percent in comparison to 18 years. The state government has done the work of giving the benefit of its power capacity to the needy families of the state. Under the Half Electricity Bill scheme, 50 percent discount is being given to domestic consumers on consumption of 400 units per month. Under this scheme, we have given relief of about Rs 2200 crore to 40 lakh 74 thousand domestic consumers so far. The Chief Minister said that to give electricity power to the farmers, electricity is being given free of cost or at subsidized rates. In the last 3 years, 5 lakh 94 thousand irrigation pump consumer farmers have been given a rebate of Rs 7 thousand 464 crore. There is no limit on electricity consumption for Scheduled Caste and Scheduled Tribe farmers. 6000 units on 3 horse power pumps to other categories of farmers and 7500 units of electricity per year to farmers having 3 to 5 horse power is being given free of cost. Free electricity is being provided to BPL families at the rate of 30 units per connection per month, which is lighting up the homes of more than 17 lakh families. In the last 3 years, more than 56 thousand pumps have been installed with solar energy. The Chief Minister said that the State Government has decided to restore the old pension which has been discontinued, so that the officers and employees will not have to worry about old age as they will get pension. He said that the Ministry of Finance, Government of India, GIS. Through mapping, such villages were identified, in which no bank branch/Bank Mitra is functioning within an area of ​​5 km. Under this, 1 thousand 540 villages have been identified in the state of Chhattisgarh. I am happy to say that we have provided banking service in 1 thousand 483 grams, which is about 96.3 percent of the target. In the year 2019-20, special efforts were made to make banking facilities accessible to the general public in the rural areas of Chhattisgarh, in which 21 thousand 312 bank friends have been appointed through all the banks. Similarly, the number of bank branches in Naxal affected areas of the state has been increased from 338 to 551, the number of ATMs has been increased from 222 to 455. The services of about 4 thousand BC Sakhis are also commendable. While we put 91 thousand crore rupees in the pockets of the people, we are also successful in making efforts towards the security of this money. Giving information about the major provisions under the Finance Department in the main budget of the financial year 2022-23, the Chief Minister said that a provision of Rs.6 thousand 11 crore 90 lakh for repayment of public debt taken for uninterrupted supply of finance for various schemes of the departments under the state. Provision of Rs.7 thousand 2 crore 70 lakh for timely repayment of loan interest. Provision of Rs.7 thousand 594 crore 60 lakh for pension and other retirement benefits of state employees. Provision of Rs.16 crore for interest subsidy to be given to rural banks in respect of interest-free loans to farmers. Provision of Rs 20 lakh for the creation of 6 new posts for the establishment of Accounts Training School in Jagdalpur. This will enhance the accounting knowledge of the employees of Bastar region as well as get opportunities for admission and promotion in accounting services. The Chief Minister said that the National Award in the name of Pandit Madhavrao Sapre by the Public Relations Department and in the memory of Late Chandulal Chandrakar and Late Madhukar Kher is given annually to selected journalists. Apart from this, arrangements have been made to give an amount of 10 thousand rupees to senior journalists who have completed 60 years of age as Mukhyamantri Samman Nidhi. Medical aid grants are provided to media persons and their dependent family members in case of illness or accident. Apart from this, we have also made provision for the establishment of public relations offices in 5 new districts. Regarding the development of aviation facilities in the state, the Chief Minister said that Jagdalpur, Bilaspur airports have been developed and licensed under the Regional Connectivity Scheme as 3C-VFR airports. Regular air service is now operating from Maa Danteshwari Airport, Jagdalpur in Hyderabad-Jagdalpur-Raipur sector and from Bilasa Devi Kenwat Airport, Bilaspur (Chakarbhatha) in Delhi-Jabalpur-Bilaspur-Prayagraj sector. Administrative approval of Rs 43 crore 98 lakh has been issued by the state government for the development of runway of Maa Mahamaya Airport, Ambikapur Darima. The airport is being developed as a 3C-VFR airport. Soon after getting the license of the airport, there is a plan to start domestic airline from here. The state government has planned to develop Bilasa Devi Kenwat Airport, Bilaspur in the 4C-VFR category, so that operation of large aircraft can be possible from here. In view of the immense possibilities of international flights from Mana Raipur Airport, the state government has requested to start the operation of international airlines from here and develop international cargo facility for the development of trade and commerce activities. He said that we have requested the Central Government to start the air service from Raipur to Dubai and Singapore soon. The State Government has agreed to pay necessary subsidy to the airline operator for international airline operation. The Chief Minister said that the state government would complete the work of supplying water to every house. Narva Yojana has been started to ensure availability of water in the state.
