Ms. Rita Shandilya, Secretary and Relief Commissioner, Revenue and Disaster Management Department, Government of Chhattisgarh has sent a letter to the Collector and Chairman, District Disaster Management Authority of all the districts of the state. In the letter, according to the necessary guidelines given by the National Disaster Management Authority, Ministry of Home Affairs, Government of India, as per the decision of the Hon’ble Supreme Court, New Delhi on June 30, 2021, to provide grant-in-aid to the relatives and dependents of the deceased in the districts due to Kovid-19. Instructions have been given to the collectors to take necessary action at the earliest. In the letter sent to the collectors, it has been said that Kovid-19 is an unprecedented disaster. For the last one and a half years, the death toll due to the effect of new variants of the virus continues to increase. It is important that adequate funds are available under the State Disaster Response Fund for timely and effective response to specific disasters in the State. However, grant-in-aid will not be provided to the next of kin of those who died due to Kovid-19 as per the provision contained in the Revenue Book Circular 6-4. 50,000 (fifty thousand) has been fixed by the National Disaster Management Authority for the death of Kovid-19, which will be provided under the State Disaster Response Fund. According to the information received from Director Health Services Chhattisgarh, from Kovid-19 to 22 September 2021, a total of 13 thousand 563 deaths have been registered in the state. The concerned family will submit their claims through the prescribed application form. It is mandatory for the applicant to have an official certificate of death from Kovid-19 issued by CDAC. It is the responsibility of the District Disaster Management Authority and the District Administration to provide grant amount to the nearest relative/applicant of the deceased persons. Collectors have been asked to make citizens aware of this assistance through its publicity in their district and necessary action should be ensured by following the guidelines. It would be appropriate that proper arrangements should be made to receive the applications in each tehsil office and district office including office hours in the zone headquarters of the municipal area. The Collector will ensure to verify and verify all the applications received under his own supervision. Collectors were instructed to take action to provide grant-in-aid to the families of the deceased on the basis of the application received from the deceased persons from Kovid-19 and ensure that the demand letter for allotment should be sent to the Revenue and Disaster Management Department at the earliest.
