Guidelines were issued regarding implementation of the provisions applicable from Kharif 2021 under the Rajiv Gandhi Kisan Nyay Yojana, run by the Government of Chhattisgarh, for the purpose of increasing the income of the farmers by reimbursing the crop cost of the crop, increasing crop diversification, production and productivity in the state. is. According to the guidelines issued today by the Ministry of Agriculture Development and Farmers Welfare and Biotechnology Department, Raipur, farmers will have to be compulsorily registered to get the benefits of this scheme. Registration can be done on the portal of Rajiv Gandhi Kisan Nyay Yojana between 01 June to 30 September 2021.
Under the Rajiv Gandhi Kisan Nyay Yojana, all categories of land owners and forest lease holders will be eligible. Institutional land holders, regaha, sharecroppers and farmers doing lease farming will not be eligible for this scheme. Under this scheme, with the help of paddy from Kharif 2021, the major kharif crops like maize, kodo-kutki, soybean, pigeonpea and sugarcane producing farmers will be given an exchange of Rs 9000 per acre per annum. The area from which paddy was sold by the farmer at the minimum support price in the year 2020-21. If he plants Kodo-kutki, sugarcane, tur, makka, soybean, pulses, oilseeds, aromatic paddy, other fortified paddy, banana, papaya or plantation instead of paddy, then he will get input assistance at the rate of Rs 10000 per acre. Input assistance will be given to the farmers doing plantation for 3 years.
This scheme with the objective of increasing the share of agriculture sector in GDP by making more investment in agriculture sector in the state and restoring it as a profitable business will be implemented in all the districts of the state from Kharif 2021. The scheme will be implemented by the Commissioner and Director Agriculture at the state level and the Deputy Director Agriculture under the supervision of the Collector at the district level. Under this scheme, the registered farmer will have to get the verification of the application filled in the prescribed form along with the photocopy of his necessary documents like loan book, B-1, Aadhar number, bank passbook done by the Agricultural Extension Officer. The farmer will be able to get the acknowledgment from there by depositing it in the concerned Primary Agricultural Credit Co-operative Society within the prescribed time period. The joint account holder will be registered in the name of the number holder. For this, the concerned farmers will have to submit the consent-cum-affidavit of all the account holders and other necessary records along with the application form. Input assistance will be transferred to the account of the registered farmer number. Whose account will be shared by mutual consent.
Only the data of Girdawari maintained in Bhuiya portal will be used for the purpose of determining the area of ​​the crop covered under the Rajiv Gandhi Kisan Nyay Yojana. Farmer-wise, field-wise cropping of all crops will be done by the Revenue Department through Girdawari. Reforms will be carried out by the Revenue Department as per the prevailing instructions and procedure if errors or differences are found in Girdawari data. If there is any difference in the area recorded in the revenue record and the actual area sown by the farmer, the concerned officer and supervising staff will be accountable and action will be taken as per the rules.
Under the scheme, the input assistance amount in installments will be transferred directly to their bank account through the nodal bank to the farmers registered in the portal. The responsibility of effective implementation, monitoring and inter-departmental coordination of this scheme will be the responsibility of the State Level Monitoring Committee constituted under the chairmanship of the Chief Secretary, while the District Level Monitoring Committee constituted under the chairmanship of the Collector at the district level will monitor the implementation of the scheme and redress the complaints. . Under the scheme, the responsibility of verification of the beneficiary will be done by the district and field level officers of the Agriculture Department as per the instructions of the government in their respective areas.
